Document Description
Request of High Meadows, LLC to allow approximately 3.51 acres of outdoor cannabis cultivation and the validation of the following as-built agricultural accessory structures:
A. Chicken Coop (203 square feet);
B. Tack Room (133 square feet);
C. Two Agricultural Storage Structures (181 square feet each);
D. Open-sided Equine Shelter (570 square feet); and
E. Hay Barn (419 square feet).
No trees or vegetation would be removed. Grading of approximately 148 cubic yards or cut for the infiltration swale will occur. The cut material will be spread over the existing agricultural fields onsite. The parcel is served irrigation water by and offsite well and underground pipeline delivery system. Access will continue to be provided from Gypsy Canyon Road, a private road accessed from West Highway 246. Electrical service is provided by PG&E. The proposed project is an activity within the scope of the Board of Supervisors-approved Cannabis Land Use Ordinance and Licensing Program Environmental Impact Report (PEIR) (17EIR-00000-00003). The PEIR adequately describes the activity for the purposes of CEQA.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by
existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
