Document Description
The project would occur along an existing 33-inch-diamter pipeline located near the San Jacinto River. Isolation valves enable the closing off of flow to a segment of pipeline, improving the ability for personnel to assess, repair, and maintain that pipeline segment. The new isolation valve, installed in conjunction with two replacement valves, would be located under a disturbed unvegetated access road area adjacent to the District’s Summerhill Pump Station, which would be returned to pre-construction conditions following construction. Construction would implement a water pollution control plan. The project would benefit the EVMWD customers served by the existing 33-inch-diameter pipeline.

The project consists of minor modifications to an existing pipeline and the reconstruction of the affected area. Construction would comply with applicable laws, regulations, and permit conditions; and the post-construction surface would be similar to the existing surface. Accordingly, this does not constitute a unique circumstance that would result in a significant effect on the environment. The valves will be located under previously disturbed ground located adjacent to an existing pump station and within an existing access road. The project would not increase the capacity of the existing pipeline.
