Document Description
To remove the existing 8 feet x 16 feet deck and replace it with an elevated larger 20 feet x 20 feet deck and a reconstructed 4 feet x 40 feet access bridge above the design water surface elevation. The new deck will be supported by the existing pilings and no new pilings will be driven as part of the project. This permit is also a "name change" permit and includes conditions that are consistent with current flood control standards and policies of the Central Valley Flood Protection Board. This permit supplements and where in conflict supersedes the conditions in Permit No. 4456 issued to Mr. Ben T. Rishwain on January 3, 1964, to construct piers on the right bank of San Joaquin River, approximately 0.23 mile upstream from the mouth of the Calaveras River.

The Board has determined the project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA California Code of Regulations, Title 14, Section 15302) because the proposed activity consists of the removal of the existing deck and replacing it with an elevated larger deck supported by the existing pilings. The project is also exempt under the Class 3, New Construction or Conversion of Small Structures categorical exemption (CEQA California Code of Regulations, Title 14, Section 15303) because the proposed activity consists of the removal of the existing deck and replacing it with an elevated larger deck above the design water surface elevation. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
