The proposed project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Class 32, ‘Infill Development’ of the State CEQA Guidelines, section 15300.2. The proposed project: (1) is consistent with the applicable general plan designation, policies and zoning regulations for the site, (2) is located within city limits on a site of less than five acres that is substantially surrounded by urban uses, (3) is not located on a site that provides habitat for endangered, rare or threatened species, (4) will not result in any significant effects relating to traffic, noise, air or water quality, and (5) will not cause any adverse impacts related to utilities or public service facilities.
