Document Description
The Project consist of improving the safety of the railroad crossing north of the unincorporated community of Ivanhoe. The railroad crossing is located at the intersection of Avenue 336 and San Joaquin Valley Railroad (SA'R) tracks which is approximately 250 feet east of the T-intersection of Road 152 (south) and Avenue 336. The project includes pavement reconstruction along Avenue 336 up to the SJVR tracks and Road 152 north approximately 750 feet. Additionally, installation of approximately 70 linear feet (30'L x 2.2'W x 0.5'H =on the southside and 40'L x 2.2'W x 0.5'H on the northside) of asphalt dike in front of the railroad warning devices, and related improvements (signing/striping, etc.). No additional right-of- way will be acquired and no construction work outside of the existing right-of-way will occur. Construction-related activities will include roadway excavation, placement of aggregate base and pavement, and signing/striping installation. This project is funded by the Railway-Highway Crossings (Section 130) Program. Thus, this project will provide a public benefit by improving safety and security of the public by improving the transportation infrastructure for the general population in the region and motorists using these facilities. Construction is anticipated to begin the Fall of 2023.

Reasons for Exemption
This action is consistent with Class 1 Section 15301, Existing Facilities (c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities, as activities associated with the project will include replacement of existing facilities with negligible or no expansion of capacity. Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption for the construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Number 300 Section 111. CATEGORICAL EXEMPTIONS Class 1: Existing Facilities (cl. As such. Sections 15301 and 15300.4 are applicable and appropriate for this project.
