Document Description
The proposed project is a request for a five-year limited-term Conditional Use Permit to cultivate 43,560 square feet of outdoor cannabis, in addition to ancillary processing, and self-distribution located on a 51-acre parcel zoned Resource and Rural Development (RRD) at 10201 Green Valley Road, Sebastopol. Proposed hours of operation are 7:00 am to 6:00 pm seven days a week. Deliveries would be limited to 8:00 am to 5:00 pm Monday through Friday. The project would hire up seven (7) employees including two (2) full time staff and five (5) part time seasonal staff. No public access or retail sales are permitted.

Reasons for Exemption
The proposed project is categorically exempt from the provisions of the CEQA Guidelines pursuant to the Provisions of Title 14 of the California Administrative Code, Section 15304 (Minor Alterations to Land) because it involves a minor alteration to the condition of land and vegetation that would not involve the removal of healthy, mature, or scenic trees. The project would involve seasonal cultivation in above-ground pots in an existing 2.4-acre fenced area constituting less than one percent of the property. No construction of new buildings, or placement of impervious surfaces would occur. The proposed activity is also exempt under the common-sense exemption, Section 15061(b)(3), because it can be seen with certainty that there is no possibility that the activity in question could have a significant impact on the environment. No exceptions listed under Section 15300.2 apply. There is no reasonable possibility that the project would have a significant effect on the environment.
