Document Description
The proposed Project proposed to develop a 5-MW solar PV facility on a 50 ac portion of an approximately 62-acre Project site comprised of previously disturbed land in unincorporated Kern County, CA.
The solar facility is accessory to the existing water storage land use and would generate renewable energy that would offset the District's energy usage from PG&E under the Renewable Energy Self-Generating Bill Credit Transfer Program tariff. The Solar Facility is anticipated to generate power for 35 years or more and will provide a new source of renewable energy that will offset the electrical demand of the existing facility that would have otherwise been generated by electrical generation using coal or other fossil fuels.
The facility will also assist the State in achieving or exceeding its energy storage mandate (AB 2514), and help in achieving or exceeding its Renewable Portfolio Standard, SB 350, SB 100, and the CA Global Warming Solutions Act (AB 32) and greenhouse gas emissions reduction objectives by developing and constructing new California RPS-qualified, solar power generation facilities.

Reasons for Exemption
The Project is accessory to the existing land use owned and operated by the District to provide specialized water services to agricultural customers for agricultural uses along with providing groundwater banking and storage within the Rosedale spreading basins. The project involves no expansion of use. The new equipment will be installed on an area of the facility that is previously disturbed. It is highly unlikely that the installation of the PV solar array will create environmental impacts.
