Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Specialty Outdoor License. The project will consist of an outdoor cannabis cultivation project. The Project would develop a total of 4,968 square feet of outdoor cannabis canopy aggregated from 138 six-foot by six-foot planter boxes. There will be 149 square feet of support area consisting of a 49 square foot shed for agricultural chemical/pesticide storage, harvest storage, and administrative hold area, and two water tanks with 50 feet of surface area each. R&M Farms LLC will be growing cannabis fully outdoors so no supplemental lighting will be used. R&M Farms LLC is not proposing any security lighting within the cultivation premises. The operation of the project does not propose machinery that will create noise such as fans, generators, or HV AC units. All applicable buildings will be secured with a commercial grade door lock and the cultivation premises will be surrounded by a 6-foot tall wire fence that will remain locked at all times when a designated responsible party is not present. Agricultural irrigation water is supplied by the Nevada Irrigation District.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
