Document Description
Del Mar Union School District (District) is proposing to modernize Del Mar Hills Academy’s existing classrooms and administration building; remove between eight and 10 of the existing portable classrooms, as well as the four portable classrooms that were added to the site for temporary housing when Del Mar Heights School was under construction; and make improvements to the entrance, circulation, and emergency access. The proposed modernization would include building code upgrades, infrastructure upgrades, ADA access improvements, food service upgrades, exterior finishing, and restroom improvements. Circulation improvements would include reconfiguring the parking lot and the loading/drop-off zone, restriping the parking lot, and installing signs. Emergency access improvements would include extending the existing emergency fire lane, and front entrance improvements would include ADA access ramps at the front entry, handrails, and other minor enhancements to the front office, as well as the installation of an ADA ramp at the playfield. The proposed project would not result in an increase in the number of classrooms or student capacity, and no increase in parking spaces is proposed. In order to accommodate the approximately 280 students during construction, 160 kindergarten through third grade students would be temporarily relocated to Del Mar Heights Elementary School, and approximately 120 students from grades four to six would temporarily attend one other school (either Ashley Falls School or Sage Canyon School). No portable buildings would be required at these schools to house the temporary students. The District proposes to bus the approximately 120 students that would attend either Ashley Falls School or Sage Canyon School; buses would be staged at Del Mar Heights Elementary School. Current and future students, staff, and the general public would benefit from the enhanced educational facility.

The proposed modernization of the existing administration and classrooms building are exempt under CEQA Guidelines §15301. The proposed ADA access improvements are exempt under CEQA Guidelines §15303. The proposed changes to vehicular access and fire lane improvements are exempt under CEQA Guidelines § 15304. The proposed changes to the front entry and parking lot are exempt under CEQA Guidelines §15311. The minor additions to the school without adding student capacity are exempt under CEQA Guidelines §15314. The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply.
