On June 13, 2023, the City of Placentia Planning Commission, acting as the lead agency, evaluated the potential for adverse environmental impacts and found that the finding of General Plan conformity does not commit the City to any of the identified projects in the CIP. Therefore, approval of the CIP qualifies for an exemption from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061 (b)(3) for activities that have no potential for causing a significant effect on the environment.
