Document Description
The Project will expand an existing hydrogen refueling station module manufacturing line for light duty and heavy duty vehicles. The project will also expand the manufacturing capacity of high-pressure cryogenic hydrogen pumps, all manufacturing aspects of this project are located at 660 E. Dyer, Santa Ana, CA. 92705. FirstElement Fuel will install a hydrogen refueling station testing stand located at 7810 National Drive, Livermore, CA. 94550.
Beneficiaries of this proposed project will include members of local communities due to job creation as a result of this project.

Reasons for Exemption
Agreement will not cause direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment because for the Livermore location, the proposed project is not a Project because FirstElement already received a CEQA determination for their prior installations of testing equipment at this site, which was “categorically exempt”, and that CEQA determination includes the proposed use of the addition of a new test pump stand on the existing test equipment pad. For the Santa Ana manufacturing expansion, the current facility is zoned M2 - Heavy Industrial 2, the additional of machine equipment, machine shop, assembly or manufacture of product is permitted by right, per CCR title 14, section 15268, ministerial projects are exempt from the requirement of CEQA.
