Document Description
The project proposes to construct a hybrid roundabout at the intersection of State Route (SR) 140 and SR 165 between post miles 16-16.5 and 26.6-27.1, about 7.5 miles south of Hilmar in Merced County. The purpose of this project is to reduce delay, improve traffic operations, and improve the level of service within the project limits. Due to the current all-way stop control, the intersection of SR 140 and SR 165 is experiencing significant delay, poor operation, and an unacceptable level of service during peak hours. See the continuation sheet for more information.

Reasons for Exemption
The project would construct a hybrid roundabout with a multi-use path for bicyclists and pedestrians at the existing intersection of SR 165/SR 140 in Merced County. Caltrans has determined the project would not have a significant impact on the environment, and meets the conditions for an existing facility as described in Section 15301 of the State CEQA Guidelines (Class 2-Replacement of Reconstruction).
