Document Description
The District proposes to demolish the existing track and field, two concession buildings, restroom building, bleachers, scoreboard, press box, and handball courts; and relocate four existing storage containers to other locations on the campus. Demolition/removal would occur to modernize CVHS's stadium and improve related amenities. The proposed project would install a synthetic turf field, rubberized zone with high jump and pole vault, rubberized zone with long jump/triple jump and synthetic turf warm-up area, and 400-meter eight-lane rubberized track. New bleachers would be installed on the visitors' side (400 seats) and home grandstands with a new press box on the home side of the field (1 ,600 seats). Additionally, the District proposes to construct a shot put area, a discus cage in natural turf field, two concession/restroom buildings, one storage building, scoreboard, and two ticket booths. Surrounding stadium improvements include the construction of three sand volleyball courts to the east of the stadium. Stadium improvements include replacement of lighting with new LED lighting surrounding the stadium (four light poles would be replaced and two existing light posts will be reused) and replace the existing public address/sound system with a new public address/sound system. The proposed project also includes improvements to the parking lot off K Street that serves the project site for ADA access compliance, such as access routes, restriping, and spaces. Additionally, the proposed project would remove and repave the northern portion of the parking lot off K Street, sidewalks/walkways leading from the parking lot to the stadium, hardscaped areas throughout the stadium. The proposed project would also replace the existing marquee sign on the corner of K Street and Fourth Avenue with a new marquee sign in the same location. Cell/electrical equipment would be removed and/or relocated as part of the proposed project. Attendance at sporting events has declined over the years, so the seating capacity of the new bleachers has been reduced to 2,000 spectators. The proposed project would not change the basic functions of the project site nor increase the number of events. The stadium improvements would not alter existing vehicle or pedestrian access and would not lead to an increase in student enrollment at the CVHS campus. Overall, the proposed project would benefit the CVHS students, staff, and the general community by providing enhanced athletic facilities.

Reasons for Exemption
The project involves the construction and modernization of the CVHS stadium and related facilities. The proposed project would not expand the use of these improved facilities nor increase student enrollment. The proposed project would decrease stadium capacity compared to existing conditions. The stadium improvements would serve the same purpose as the existing conditions and would continue to accommodate CVHS programs/events. Additionally, the addition of the sand volleyball courts, marquee, and ticket booths would support student athletic curriculum and would not increase student enrollment. Therefore, the proposed project is exempt from CEQA under Sections 15301, 15302, and 15303. The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply. See the attachment for more details.
