This project will construct approximately 2,700 linear feet of 30-inch Vitrified Clay Pipe (VCP) and 750 linear feet of 27-in VCP gravity sewer main to replace the existing sewer siphon sewer main which was built in 1963 and has reached the end of its service life. CVWD is the primary beneficiary of the Replacement Project.

Reasons for Exemption
CVWD’s approval and adoption of the Replacement Project is categorically exempt from CEQA under the Class 2 exemption set forth in State CEQA Guidelines section 15302. The Class 2 exemption applies to, among other things, “replace or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” (State CEQA Guidelines, § 15302.) Here, the Replacement Project falls within the Class 2 exemption as the proposed project entails the replacement of an existing utility system/facility and involves negligible or no expansion of an existing use. For the foregoing reasons, the Replacement Project is categorically exempt from CEQA.
