The project qualifies for exemptions related to reconstruction/construciton of existing sewage utility systems with negligible or no expansion of capacity. CEQA exceptions that affect Class 3 exemptions have been reviewed and found not to apply, due to the fact the project will only excavate previously disturbed soils with short depths and there are no known adjacent hazardous waste cleanup sites or other special circumstances within APE.
