Document Description
The project would implement a program whereby the City would select up to 15 Emergency Interim Housing (EIH) sites in order to provide temporary housing and supportive services for individuals, couples, and families experiencing homelessness. Potential EIH sites would be selected based on guidelines established in accordance with requirements set forth by the State law, City Ordinance No. 30199, and project Siting Guidelines. The project would construct two-story modular buildings, each containing up to six units. Construction activities would last approximately 12 months per site and be limited to surface grading and utility trenching. An average EIH site size is typically two to three acres with a service population of approximately 50 to 200 individuals. The estimated average service population per site is expected to be 100 individuals. The expected minimum stay is four months with a maximum stay of 12 months. As part of its EIH Program, the City is now proposing the Cherry Avenue EIH Project (project) to develop and construct temporary housing facilities for individuals, couples, and families experiencing homelessness. The Cherry Avenue project site was selected as a potential location for development of EIH facilities using the site selection parameters associated with the EIH Program. The project would be located in San Jose on an undeveloped 2.52 acre lot owned by Valley Water along Cherry Avenue, north of State Route 85 and the Guadalupe Percolation Ponds, and adjacent to Guadalupe River. The City would install 12 single-story modular buildings, each containing residential units that would accommodate up to a total of 125 sleeping units. Site improvements would include installation of drainage/stormwater improvements, installation of utilities and sewer hookups, a guard shack, and an insert eradicator shed, along with communal spaces. Communal spaces would include restrooms and showers, storage facilitites, dining areas, laundry facilities, and outdoor community space with a pet run and a smoking area. Case management and 24-hour security would be provided. The developed lot would have a perimeter fence around the entire site. All structures would be temporary. This EIH site is expected to be in operation for a maximum of 10 years or less depending upon need. After operations cease, all structures would be removed, and the project site would be returned to existing conditions to the extent feasible. This Notice of Determination is filed for Valley Water’s approval of the Collaborative Use Agreement between Santa Clara Valley Water District and City of San Jose for the Cherry Avenue Emergency Interim Housing Project, which authorizes the City to develop and operate the EIH facilities on Valley Water owned property.
