Document Description
Kings County has requested assistance in monitoring water levels in the flooded Tulare Lake Basin. DWR will install sensors at two locations to measure the fluctuations in the water level. This will allow Kings County and other agencies in the area to further plan for runoff and snow melt. DWR will remove the sensors as the water level recedes to where it is no longer considered a threat to the community. Surrounding private landowners, the City of Stratford and Corcoran, Kings County, and State agencies will benefit.

Reasons for Exemption
Governor Gavin Newsom has made a Proclamation of State of Emergency and a Continued State of Emergency due to flooding impacts and has suspended CEQA for emergency assistance in the Tulare Lake Basin pursuant to the Proclamations and Executive Orders N-6-23 and N-7-23. A series of Atmospheric Rivers, including the accumulation of a record snowpack in the Sierra Nevada has created flood impacts to several counties, including Kings County, in the Tulare Lake Basin. This Project falls under this suspension by providing monitoring of the Tulare Lake water level. In addition, the proposed project would be exempt from CEQA on the grounds that the project is consistent with Public Resources Code § 21080(b)(4) and California Code of Regulations § 15269(c) as a specific action necessary to prevent or mitigate an emergency. This Project also falls under Categorical Exemption Class 6 § 15305 information collection. Moreover, the Project will not result in any potentially significant effects to the environment.
