The Project includes construction of four outdoor fitness zones, four new bike racks, three new benches, and mulching along the existing trail. The Project is consistent with the categorical exemption noted above because work would consist of repair, maintenance, and minor alterations to the existing trail; no substantial expansion of use would occur; and no healthy, mature, scenic trees would be removed.
