Document Description
The project is to renovate or reconstruct an existing outdated restroom building and construct an attached open-air metal shade structure. The restroom building will be renovated or reconstructed to be more modern and welcoming, including improvements in lighting, no-touch bathroom fixtures, and the addition of a large barn door to the storage room. The existing area pavement and sidewalk from the parking lot to the building and arbor would be demolished and reconstructed as an ADA-accessible recreation feature to allow for expanded ADA accessibility, making the pathway and shaded space more inclusive for people of all abilities.

Reasons for Exemption
The project is exempt from the requirements of the California Environmental Quality Act (CEQA) per, without limitation, each on a separate and independent basis, the following CEQA Guidelines Sections: (1) 15301, Existing Facilities, as the project involves rehabilitation of a deteriorated existing bathroom facility with a negligible expansion of use associated with the new attached shade structure. The new shade structure would create a small gathering space consistent with the existing use of the site as a community park. (2) 15302, Replacement or Reconstruction, as the project involves replacement or reconstruction of an existing restroom facility with the same purpose and capacity with a negligible expansion of the building with the proposed shade structure. The new shade structure would create a small gathering space consistent with the existing use of the site as a community park. (3) 15311, Accessory Structures, as the project involves the construction of a minor restroom facility and shade structure appurtenant to an existing community park use. (4) 15183, Projects Consistent with a Community Plan, General Plan, or Zoning, as the project is consistent with the development densities and policies in the general plan and existing zoning for which an Environmental Impact Report (EIR) was previously certified (General Plan EIR SCH#2010082060). There are no previously identified significant effects which are substantially more severe than analyzed in the prior EIR nor any peculiar significant effects that were not previously analyzed or discussed as significant effects in the prior EIR or that cannot be substantially mitigated by the imposition of uniformly applied development policies or standards applied on a citywide basis. None of the circumstances necessitating preparation of a subsequent EIR pursuant to CEQA Guidelines Section 15162 are present. None of the exceptions to the exemptions in Section 15300.2 of the CEQA Guidelines apply. Therefore, the Project qualifies for the above-named CEQA exemptions, and no further environmental review under CEQA is necessary.
