Document Description
The project consists of the development of a Transit Center on Front Street in Farmersville on City owned property. The proposed facility would be approximately 1,400 square feet of restroom and leasable space with approximately 2,000 square feet of covered seating area. The project design includes a pedestrian platform in anticipation of connection to the San Joaquin Valley Rail line and the proposed Cross Valley Rail connection. The transit center will be beneficial to the community and the environment

Reasons for Exemption
Sect. 15303 exempts the construction of a small structure. The transit center building is approx.1,400 square feet in size. There is also bathrooms, covered sealing, accessory parking, and an area available for lease. Sec, 15061 (b) (3) is the Commonsense Exemption that applies where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The project site has been previously graded and is devoid of any vegetation or environmental resources. The surrounding area is urbanized with the construction of single-family homes. All utilities and infrastructure are present at the site. Construction activities would be temporary and would not result in serious or major disturbances lo the area. The project will not involve expansion of roadways or increase traffic capacity. The project is consistent with the General Plan and is designated Public Facility. The project will provide residents with convenient access to lhe mass transit system, !hereby reducing traffic congestion and air pollution emissions.
