Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-34641-R1C, pursuant to Section 1602 of the Fish and Game Code to Mary Golden, representing Tarragon Ventures, LLC. The project is limited to one encroachment. The encroachment is for water diversion from the Russian River. Water is diverted for domestic use and irrigation. The project involves seasonal placement and removal of a single-screened agriculture pump intake at the point of diversion (POD) with removal of willow and blackberry vegetation on approximately 20 linear feet of the bank of the Russian River to maintain access. From April 1 to November 15 each year, water will be diverted at a rate not to exceed 1,250 gallons per minute (gpm) under riparian claim, Water Right License No. 9840, and contract with Mendocino County Russian River Flood Control and Water Conservation Improvement District. All stream flow shall be bypassed from November 16 to March 31 of each year. Work for the water diversion will also include use and maintenance of the water diversion infrastructure.

Reasons for Exemption
The Golden Diversion for Pasture Irrigation Project meets the criteria for categorical exemption type Class 1, California Code of Regulations, title 14, section 15301 because the project involves the use of an existing water diversion with a fish screen. Activities will be conducted to protect instream flows in the Russian River. No mature, scenic trees will be affected by this project. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to § 15065. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
