Reasons for Exemption
Fixed route and paratransit services are currently provided within city limits using traditional fossil fuel vehicles, which emit greenhouse gases. The project would allow for the purchase of electric buses, to replace up to 10 fossil fuel buses, which would eliminate greenhouse gas emissions from the operation of fixed route and paratransit services. Since the electric buses will replace existing fossil fuel buses, transit services will continue to have the same purpose and capacity as the existing transit services provided by the city, but the new buses will result in zero emissions. Therefore, the project is exempt under Sections 15301, as bus services are existing, and section 15302 as the project would replace existing fossil fuel buses with zero emission buses. There are no cumulative impacts, unusual circumstances, or other factors that would make the exemption inapplicable. City Council approved the Project on May 15, 2023.
