Document Description
The project purpose is to conduct routine annual dredging over the next 10 years at the Hoist and Junior Sailing Area to restore and maintain a baseline depth necessary for launch, docking, and navigation of small boats, restore docks displaced by shoaling to be returned to their designed configuration, and reuse the dredge material for beach nourishment at La Playa Beach, located at the foot of Lawrence Street. The project proposes to dredge up to 2,000 cubic yards per year of sandy marine sediment to a -5 foot depth mean lower low water (MLLW), which includes a 1-foot overdredge allowance, from a 0.15 acre area at the marina along 200 feet of shoreline. The dredged material will be discharged to a 0.30 acre area along 400 feet of shoreline at La Playa Beach located less than 2,000 feet south of the dredge site to nourish the existing beach, which will provide benefits, such as aquatic resource habitat, recreation, and property protection. Order No. R9-2023-0083 for Clean Water Act section 401 Water Quality Certification and Waste Discharge Requirements authorizes the proposed project.

Reasons for Exemption
The project consists of periodic maintenance dredging that will not result in an expansion of the existing water use area or facilities and minor alteration in the condition of land/water where the dredge material will be beneficially reused for beach nourishment in an area authorized by state and federal agencies. No healthy, mature, scenic trees will be removed as a result of the project.
