Document Description
The Wolfskill Agricultural Well Replacement project is proposed to support the agricultural water needs of the Wolfskill Experimental Orchards, located in Winters, California. The project includes decommissioning an existing well (well #2), which has reached the end of its useful life. Well 2 will be replaced with a new well (Well #3), which will be constructed at a depth of approximately 930 feet to provide resiliency through drought conditions and will be sized to meet irrigation demands. The new well will be located within the same developed area at the Wolfskill property and will replace the capacity of the failing well.

Reasons for Exemption
The replacement of a groundwater well qualifies as categorically exempt under Exemption Class 2 of the Guidelines for the Implementation to CEQA. This exemption applies to the replacement of existing structures and facilities where the new utility system will be located on the same site as the system replaced and will have the same purpose and capacity as the utility system. One historical resource was identified on the project site: California State Historical Landmark #804; however, a cultural resources inventory and assessment was conducted on the site and it found that this resource does not have the potential to be impacted by the well replacement. Therefore, none of the exceptions for application of a categorical exemption apply to this project.
