Document Description
The Manteca Unified School District (District) proposes to improve the existing Manteca High School facilities by constructing two 2-story classroom buildings and a single-story woodshop building to replace existing classroom buildings. Existing Wings 20 through 80, totaling 38 classrooms, would be demolished, and 38 classrooms would be replaced. Therefore, there would be no increase in student capacity. The new two-story, 28-classroom building would be approximately 30,000 square feet, the new two-story 10-classroom building would be approximately 14,000 square feet, and the new woodshop building would be approximately 8,000 square feet, for a combined total of 52,000 square feet. No changes to on- or off-site vehicular access and circulation would occur. Other components of the project include the expansion of the north parking lots on Sherman Avenue and the expansion of the southern parking lot onto the recently acquired 453 Moffat Boulevard property.

The proposed project includes paving and striping on one of the newly acquired parcels totaling 0.52 acres (453 Moffat Boulevard) to provide approximately 60 parking spaces to the existing south parking lot to serve the existing high school use. The proposed project would also expand the north parking lot slightly to the south as part of Phase 3. No change to the existing 419 Moffat Boulevard parcel is proposed, and it would continue its use as a custodial yard for the high school. These parking lot expansions would meet the existing parking demands to support the existing high school use. Therefore, the proposed project meets the criteria for an exemption under CEQA Guidelines Section 15301.

The proposed project would demolish the existing classrooms (Wings 20 through 80) to construct a replacement classroom and media center building in the same area. The proposed project would demolish 38 classrooms in Wings 20 through 80, and the new replacement building would have 28 classrooms and a media center. The new 10-classroom building and the wood shop building would be constructed on the newly acquired vacant area within the campus and would not require any demolition. Because the proposed classroom and media center building would replace the existing classrooms in multiple buildings in the same area, this exemption would be applicable.

The proposed project would require water, sewer, natural gas, and electricity improvements to support the new buildings. The proposed project would require grading of the land and minor trenching and backfilling for utility systems installation, after which the surface will be restored. The proposed project would require these soil disturbances and would not involve the removal of healthy, mature, scenic trees, and the area to be disturbed is fairly level with a slope of less than 10 percent. Therefore, the proposed project meets the criteria for an exemption under CEQA Guidelines § 15304.

Reasons for Exemption
The proposed project involves the construction of a two-story classroom and media center building with 28 classrooms, a two-story classroom building with 10 classrooms, and a weight room, therefore constructing a total of 38 classrooms. The new classroom and media center building would require demolition of the existing Wings 20 through 80, except for the east side of Wings 60 and 70, removing a total of 38 classrooms. Therefore, there would be no net increase in classrooms at the buildout of the project. Class 14 exemption allows minor additions to existing schools where the addition does not increase original student capacity by more than 25% or ten classrooms, whichever is less. Since the proposed project does not increase the original student capacity at Manteca High School, the proposed project meets the criteria for an exemption under CEQA Guidelines §15314.
