Reasons for Exemption
The proposed project involves implementation of some elements from the West Grand Avenue Master Plan. These improvements include median enhancements, lighting, tree planting and landscaping, irrigation and pavement rehabilitation of West Grand Avenue, which is an existing street from 4th Street to west of 8th Street. The proposed project does not widen, nor increase the capacity of traffic volume. The project is exempt under Section 15301 of the Sate CEQA Guidelines (Class 1, Existing Facilities). The project meets the conditions for existing facilities exemption described in section 15301 of the State CEQA Guidelines as the proposed project includes rehabilitation of either streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes.
