Reasons for Exemption
The proposed project includes the addition of pet related services in the commercial retail centers. The proposed uses is consistent with the General Plan designation of all other commercial zoning designations. All of the parcels zoned CR are substantially developed and surrounded by existing commercial development and does not have any value as a habitat for endangered, rare, or threatened species. The proposed project would not result in any significant effects related to biological resources, traffic, noise, air quality, or water quality, and the site would be adequately served by all required utilities and public services beyond what is currently present or planned under the general plan.
