Document Description
The proposed project requires the removal of worn and damaged disc golf baskets throughout the Cypress course to be replaced with newly constructed baskets. Additionally, a number of baskets will be installed in newly identified locations in the Cypress course from Divarty Street north to 5th Street, and in three locations in the Oaks course northeast of the corner of Malmedy Drive and General Jim Moore Boulevard. Ground disturbance will be minimal requiring the excavation and removal of approximately 18 concrete footings using shovels and picks. Dirt will be excavated at a depth of 2 feet wide by 2 feet deep with concrete footings poured to install sleeves for the new baskets. Personnel will access both disc golf courses from surrounding roads and right of ways with equipment staging occurring in adjacent parking lots.

Reasons for Exemption
The project consists of the excavation and removal of concrete footings and disc golf baskets. Concrete footings will be poured with new baskets installed in both existing and newly identified locations. Work will occur in the frequently pedestrian trafficked Cypress and Oaks disc golf courses located in areas classified as a ruderal disturbed environment. The project locations are limited in area and would not require extensive site preparation beyond the excavation of holes in previously excavated areas, and the staging of hand tools in adjacent parking lots. -Section 15301(d): Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquakes, landslides, or a flood; -Section 15302(c): Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity; -15304(c): Filling of earth into previously excavated land with material compatible with the natural features of the site; and -Section 15304(f): Minor trenching and backfilling where the surface is restored Under CEQA Guidelines section 15061(b)(2), Review for Exemption (14 CCR Sec. 15061(b)(2)), the project is exempt pursuant to the above-named categorical exemptions and the application of the categorical exemptions are not barred by one of the exceptions set forth in Section 15300.2. The proposed project would not have a significant effect on the environment due to unusual circumstances; would not result in damage to scenic resources within a Scenic Highway; is not located on a hazardous waste site pursuant to Sec. 65962.5 of the Government Code; would not cause a substantial adverse change in the significance of a historical resource; and would not result in cumulative impacts.
