The Project involves septic-to-sewer consolidations accomplished through a minor extension of a sewer main along Daleville Avenue, an existing roadway, the minor alterations to existing properties to connect their sewage system to the City system, and the abandonment of the existing septic tanks. These minor alterations represent a negligible expansion in use of the impacted facilities. Furthermore, none of the exceptions to the exemption apply.
