Document Description
The proposed project would result in the development of a Recreational Trail within the existing footprint of the Community of Goshen Park. The proposed project will consist of connecting a multi-use trail located along the inner fence portion of the Eastern and Southern boundaries of the park, to the existing Trail along the outer fence portion of the Western and Northen borders of the park. The proposed project will include trailside amenities such as benches, water drinking fountains, outdoor exercise stations and exercise equipment. The trail will be paved with a newly constructed sidewalk measuring 10 ft wide and 1,080 ft in length. Water lines to provide drinking water for park patrons. An electric box will be installed to provide security lighting along the trail. The Recreational trail promotes outdoor recreational activity for the public and provides opportunities for exercise, increasing the overall health of the public.

Reasons for Exemption
The activity is covered by Sections 15301 Class 1 Existing Facilities and 15303 Class 3 New Construction or Conversion of Small Structures (14 Cal. Code Regs., §15303). As noted above, the project is to construct a recreational trail within Goshen Community Park to create recreational opportunities for the public. Therefore, the application of CEQA Section 15303 and Section 15303 are applicable and appropriate for this project.
