Document Description
The Los Angeles Department of Water and Power (LADWP) is proposing to replace the bridge at the Little Lake Canyon turnoff that heads west towards the first Los Angeles Aqueduct (LAA1). This bridge crossing is a major access road to the LAA1 and the second Los Angeles Aqueduct (LAA2) and is owned by the Bureau of Land Management (BLM). The current bridge crossing is dilapidated, unsafe and in need of major repairs. The 14-foot wide bridge with 1-foot wide concrete walls are cracked and decomposing with exposed rebar. LADWP proposes to widen the access road on both sides of the bridge to 29-feet for a length of approximately 230-feet to allow for easier crossing for longer truck loads that currently have to make a sharp turn in either direction from the bridge. A pre-cast concrete box culvert would be placed with a base that matches the channel contour of the Little Lake Canyon ephemeral drainage. The concrete walls of the bridge would be two-feet wide and the width of the bridge crossing would be 24-feet. The bridge base would be comprised of compacted material though slurry might be used to prevent erosion. Additionally, 30-feet of armoring using concrete blocks would be placed to protect the bridge from flash flooding events. Staging for the proposed bridge replacement would be on the road near the bridge. The storage area would be located at the Little Lake Yard approximately 0.7 miles to the west. Equipment for the project would include a loader, dump truck, water truck, backhoe, truck mounted crane, road compactor, generator and utility trucks. The project is proposed to begin Summer 2024.

Reasons for Exemption
In accordance with the California Environmental Quality Act, this project is Categorically Exempt from CEQA review pursuant to Section 15302, Class 2 replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have largely the same purpose and capacity as the structure replaced, including but not limited to the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The proposed project meets the requirements of these exemptions; therefore, no further CEQA review is required.
