The project proposes a new 3-story 3,603-square-foot single family residence with a lower level Accessory Dwelling Unit located at 7762 Bishops Lane. The site has been previously developed and there is an existing residence on the property. The 0.08-acre property is in the La Jolla Planned District Zone 5 and Coastal Overlay (Non-Appealable) Zone within the La Jolla Community Plan area. The project complies with all height and bulk regulations and is located on a site that is currently developed with the public utilities in place to serve the facility.

Reasons for Exemption
The City of San Diego conducted an environmental review and determined that the Project is exempt from CEQA pursuant to Section 15332 (In-Fill). The In-Fill exemption has five criteria that must be met in order to use the exemption. The project has met all five criteria; 1. The development is consistent with the applicable general plan designation and all applicable general plan policies as well as with the applicable zoning designation and regulations. 2. The proposed development occurs within city limits on a project site of no more than 5 acres and is substantially surrounded by urban uses. 3. Because the project has been previously developed the site has no value as habitat for endangered, rare or threatened species. 4. Project review by qualified staff has determined that the project would not result in any significant effects related to air quality, noise, traffic or water quality. 5. The site is located in an existing residential community and can be adequately serviced by all required utilities and public services.
