The current state of damaged slopes and unstable banks create conditions for further erosion, damage to public facilities, unsafe conditions for residents, and obstacles for emergency services. The project is necessary to address unsafe conditions for residents and obstacles for emergency services, and to restore and maintain service essential to public health, safety, and welfare.
