Governor Gavin Newsom signed Assembly Bill 183 in June 2022 to provide funding for the development of affordable student housing on college campuses. Through this bill, Moorpark College received an amount of $250,000 to research the feasibility and planning of future affordable student housing. VCCCD is proposing to develop up to student housing facilities containing up to 300 beds in apartment style units on the Moorpark College campus.

Section 15183.3, Performance Standards for Infill Projects Eligible for Streamlined Review, includes projects where "where the effects of infill development have been addressed in a planning level decision or by uniformly applicable development policies." The proposed project is comprised of the construction of 300 beds in apartment style units. The Project will utilize the State Legislature approved a $250,000 grant to the VCCCD to ensure affordability. The proposed project also complies with the County's General Plan policies. The proposed project meets the standards for infill projects eligible for streamlined review, and therefore, applicable CEQA exemptions would apply.
