Document Description
The purpose of the proposed project is to provide a hydropneumatic tank to reduce the percentage of time that the existing booster station must be in operation. The proposed action will install a new 5,000-gallon hydropneumatic system, about 100 feet of site piping, a control panel, and a pre-fabricated insulated fiberglass enclosure to prevent the tank from freezing.

Reasons for Exemption
The State CEQA Guidelines provide a series of Categorical Exemptions for actions that have been deemed by the State Legislature to have minimal impacts on the environment. The proposed installation of the 5,000-gallon hydropneumatic tank and supporting infra¬structure at the existing Pontell Booster Station has been determined to have no potential to cause significant adverse effects on the environment and will provide the Department with a hydropneumatic tank to protect the potable water distribution system into the future. Categorical Exemption Class 3 exempts “construction and location of limited numbers of new, small facilities or structures;” (d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction” The exceptions to the issuance of categorical exemptions have been evaluated for the proposed action and no significant impacts have been identified. The proposed installation and future operations and maintenance of the new Pontell Hydropneumatic Tank has been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, the proposed action qualifies with the requirements for a Categorical Exemption, Class 3, under Section 15303 of the State CEQA Guidelines.
