The project proposes the conversion of steam to hot water heating through the replacement of chillers, boilers and pumps with new equipment to be installed in the existing gas compressor room; Replacement of the steam and condensate piping with hot water piping; Removal of the steam and condensate piping; Replacement of hot water lines in the tunnels, crawl spaces and trenches in removable steel open grating. Installation of temporary steam boilers where required.

Class 1 allows for the rehabilitation of deteriorated facilities to meet current standards of public health and safety, and for the repair and maintenance of existing public structures, facilities, mechanical equipment where it involves no or negligible expansion of use. Metro SH is a historic era facility and contains the Norwalk State Hospital Historic District which meets the criteria for listing in the NRHP and CRHR. The project primarily lies outside of the historic district, however, project drawings and specifications shall be reviewed and approved by a qualified Preservation Architect to be compliant with Secretary of Interior Standards for Rehabilitation of Historic Resources where required. The State has confirmed no exceptions to the exemption apply.
