Document Description
On March 16, 2023, Crestline-Lake Arrowhead Water Agency (CLAWA) and San Bernardino Valley Municipal Water District (SBVMWD) entered into an agreement for a “Water Exchange Agreement” (CLAWA/SBVMWD Agreement). The CLAWA/SBVMWD Agreement contains provisions governing the terms and conditions for the transfer of up to 3,000 acre-feet of CLAWA’s State Water Project (SWP) water to SBVMWD in 2023, and the return of up to 1,500 acre-feet of SBVMWD’s future approved SWP Table A water to CLAWA by December 31, 2033. CLAWA has requested that DWR approve this arrangement as three separate transfer agreements under Article 56 of CLAWA’s and SBVMWD’s respective Water Supply Contracts as follows: (1) a transfer of 2,173 acre-feet of CLAWA’s Article 56 Carryover Water to SBVMWD in 2023; (2) a non-permanent transfer of up to 827 acre-feet of CLAWA’s approved 2023 SWP Table A water to SBVMWD; and (3) a transfer of SBVMWD’s future SWP water supplies to CLAWA by December 31, 2033.
SWP Agreement #23014 provides for the transfer of 2,173 acre-feet of CLAWA’s Article 56 Carryover Water to SBVMWD. SWP Agreement #23015 provides for the non-permanent transfer of up to 827 acre-feet of CLAWA’s 2023 SWP Table A water to SBVMWD. CLAWA and SBVMWD will need to obtain DWR’s approval under a separate agreement(s) for the delivery of SBVMWD’s future SWP water supplies to CLAWA.
