The project proposes a Neighborhood Development Permit (NDP) and Coastal Development Permit (CDP) to convert 13 existing offices on the 1st and 2nd floors of two existing commercial buildings to residential apartments, with 5 existing commercial spaces on the 1st floor of the buildings, and remodel retail Suite 1333 Into a new American Disabilities Act (ADA) parking space, and an enclosed trash area. The 0.20-acre site is in the CC-4-2 (Commercial Community) Zone of the Peninsula Community Plan, Coastal Overlay Zone (Non-Appealable 2), Coastal Height Limit Overlay Zone, Parking Impact Overlay Zone (Beach/Coastal Impact), Transit Priority Area, Community Plan Implementation Overlay Zone (CPIOZ) B, Airport Influence Area (Review Area 2), Airport Approach Overlay Zone, and the Federal Aviation Administration (FAA) Part n Notification area. The community plan designates the site as Commercial Community which allows residential up to 29 dwelling units per acre.

The project meets the criteria set forth in CEQA Section 15301 which consists of the operation, repair, maintenance, permitting, leasing licensing. or minor alteration of existing public or private structures, facilities, mechanical equipment or topographical features, Involving, negligible or no expansion of existing or former use. This project would not Involve an expansion of use. In addition; the exceptions listed in CEQA Section 15300.2 would not apply.
