Document Description
Westlands Water District (WWD) has requested permission to encroach in the California Department of Water Resources right-of-way to excavate and repair a damaged waterline at MP 165.00R. The excavated area will be approximately 60 feet long by 60 feet wide and approximately 9 feet deep. The pipeline will be repaired by placing a stainless steel clamp on the section of damaged pipe and tightening it to stop the pipeline from leaking. If the pipeline cannot be repaired, the damaged 12-foot section of 21-inch diameter PVC pipe will be removed. It will be replaced with the same size PVC pipe and will be tied in with adapters bolted on either side of the replaced section of pipeline. Once the waterline is repaired, WWD will backfill and compact the excavated areas and will return the area to the original grade. The project is necessary to continue deliveries to WWD Contractors; WWD and its Contractors will benefit.

Westlands Water District requested encroachment permission from the Department of Water Resources (DWR) to repair or replace a valve located in DWR right-of-way. DWR as the Responsible Agency will issue this permit. Work will take place in areas with an average slope of less than 20 percent and will not result in any changes in land use or density; Categorical Exemption 15305 (b) (Minor Alterations in Land Use Limitations - Issuance of minor encroachment permits) applies.
