Description of nature and purpose of the Project: A request for an EASEMENT VACATION and amendment of Coastal Development Permit No. 2319113 to vacate two existing pedestrian bridge easements. No development is proposed with this project. The project site is located at the intersection of Harbor Boulevard and 32nd Street. The project site is designated Military Facilities and zoned IH-2-1 within the Barrio Logan Community Plan area. The project site is also within the Airport Land Use Compatibility Overlay Zone (San Diego International Airport), the Airport Influence Area (San Diego International Airport - Review Area 2), the Federal Aviation Administration Part 77 Noticing Area (San Diego International Airport), the Coastal Overlay Zone, Special Flood Hazard Area (100 Year Floodway and 100 Year Floodplain), the Parking Impact Overlay Zone (Coastal), the Parking Standards
Transit Priority Area, the Residential Tandem Parking Overlay Zone, the Transit Area Overlay Zone, and Transit Priority Area. Reasons for Exemption
The City of San Diego conducted an environmental review which determined
the project would not have the potential for causing a significant effect on the environment in that the project is consistent with the community plan and the applicable zone. The project would not result in any significant environmental impacts. The project meets the criteria set forth in CEQA Section 15305 (Minor Alterations in Land Use Limitation) which allows for minor alterations in land use limitations in areas with an average slope of less than 20% which do not result in any changes in land use or density, including but not limited to minor lot line adjustments, side yard, and setback variances not resulting in the creation of any new parcel. Furthermore, the
exceptions listed in 15300.2 would not apply.
