Reasons for Exemption
The proposed project was reviewed for potential exemptions and was found to satisfy the standards of Class 1 as specified within Article 19 Categorical Exemptions of the California Environmental Quality Act (CEQA) Guidelines (California Code of Regulations, Title 14, §§ 15000, et seq). A Class 1 exemption consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination, including but not limited to: (b) Existing facilities of both investor and publicly-owned utilities used to provide electric power, natural gas, seweage, or other public utility services and (d) Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. The application meets the standards for Section 15301 (b) and (d) in that the work will involve minor alterations in an area that is already developed. The project will rehabilitate/clean the existing well, install a new liner and refurbish the well’s pump. None of the exceptions described in CEQA Guidelines Section 15300.2 such as location, cumulative impacts, significant effect, scenic highways, hazardous waste sites or historical resources are applicable to the well site at 4128 San Gabriel River Parkway, Pico Rivera CA 90660. No significant adverse effects were identified during the evaluation process.
