Reasons for Exemption
The proposed project is consistent with the General Plan, Specific Plan No. 529 and all other applicable city ordinances and polices. The project site is located within the city limits, has a usable site area of less than five acres, and is surrounded by urban uses, including, auto dealerships, medical supplies, and single-family residences at 7.26 dwelling units per acre. The site has no value as natural habitat, the project would not result in significant effects related to traffic, noise, air, or water quality; and the site can be adequately served by required utilities. Further, none of the exceptions to the Categorical Exemptions identified in CEQA Guidelines Section 15300.2 apply.
