Document Description
The proposed project consists of the installation of an ultraviolet (UV) disinfection system to replace gaseous chlorine disinfection at the Otay Water District’s existing water reclamation facility. The main components of the project include the following: installation of a Trojan UV disinfection panel system within the reclamation plant’s existing chlorine contact basin, electrical and control systems for the UV system operation, a shade canopy structure over the disinfection basin and a small sodium hypochlorite chemical storage and pumping system for maintaining a chlorine residual in the recycled water distribution system. Also included in the project is the replacement of existing filter backwash supply pumps with higher capacity pumps. The current gaseous chlorine system and controls will remain in place until the UV disinfection system has been installed and tested and the sodium hypochlorite system is in place, at which point, the existing gaseous chlorine system and controls will be removed and/or demolished. All work will be done within the existing treatment plant site.

Reasons for Exemption
The work being done for the proposed project consists of the upgrade of an existing facility and does not include any expansion of its current treatment capacity. All of the upgrade work will be completed within the boundaries of the existing facility and will not have any impact outside of the reclamation plant footprint. Therefore, this construction project qualifies for the Categorical exemption for the minor alteration of existing facilities of publicly owned utilities used to provide sewerage service.
