Reasons for Exemption
The golf course and lake improvement components of the proposed project are categorically exempt under Classes 1 (Section 15301, "Existing Facilities") and 2 (Section 15302, "Replacement or Reconstruction") of the current CEQA Guidelines. The Class 1 exemption covers activities consisting of the maintenance or minor alteration of existing facilities or topographical features, involving negligible or no expansion of an existing or former use, and also explicitly identifies landscaping, native growth, and water supply reservoirs, which relate directly to the golf course and lake work. The Class 2 exemption covers activities consisting of replacement or reconstruction of existing structures and facilities, provided that any new structures would be located on the same site as the structure replaced and would have the same purpose and capacity as the components being replaced. Further, the landscaping and golf course facilities would not involve any expansion or intensification of the facilities. The applicant conducted a wildlife survey of the existing lake to determine if the lake provided habitat for the western pond turtle and the California red-legged frog, determining the lake does not support these special status species. The solar array component of the proposed project is categorically exempt under Classes 1 (Section 15301, "Existing Facilities"), 3 (Section 15303, "New Construction or Conversion of Small Structures"), and 11 (Section 15311, "Accessory Structures") of the current CEQA Guidelines. Generally, the proposed carports and pergolas would be built as accessory structures to service the existing SHGCC, using the existing parking lot and not expanding the use or parking spaces. These structures would involve minor alterations of the parking lot area and pool deck area.
