Document Description
The Special Sanitation System Installation Agreement for APN 640-031-006 (Project) will provide sanitation sewer services to a newly developed private residence located at APN 640-031-006. The Project will install 1 manhole and approximately 122 linear feet of 8-inch Vitrified Clay Pipe (VCP) that will connect to a newly installed residential 4-inch sewer lateral. The VCP will be installed and extend an existing sewer line on Cholla Drive near the Joshua Road intersection. The 4-inch lateral will be installed both on APN 640-031-006 and on Cholla Drive, the lateral will connect to the newly installed 8-inch VCP sewer line.
The new pipeline, lateral and manhole will be installed in a previously disturbed area and on the public street right-of-way. Excavation of the pipeline trench will be approximately 6.5 feet below ground surface to allow placement of the new VCP. The open trench installation on Cholla Drive will cause a temporary closure or controlled traffic during construction. The Project is anticipated to take place over the course of 10 to 15 days. The proposed project site is located in a residential neighborhood and is not within a conservation area of the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP).

State CEQA Guidelines §15302 (Replacement or Reconstruction) allows for the replacement of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
State CEQA Guidelines §15282 (Other Statutory Exemptions) provides a list of existing statutory exemptions which include: (k) The installation of new pipeline or maintenance, repair, restoration, removal, or demolition of an existing pipeline as set forth in Section 21080.21 of the Public Resources Code, as long as the project does not exceed one mile in length.
