This project will issue a Right of Entry Permit to Caltrans, a State Agency, to rehabilitate drainage systems at 51 locations on U.S. Highway 101 in Humboldt County. This project includes replacing culverts, drainage inlets, and installation of rock slope protection. The project involves a minor use of California State Parks-owned land on 1 drainage system locations at Post Mile 110.63. The area needed for temporary construction easements is 4,609 square feet in two locations at the same site, which includes: • Location 1 consists of a 2,255 SF area on the north side of the culvert outlet. This area would be used for equipment and materials staging for the duration of the project. Location 1 would block one entrance of a two-entrance “U”-shaped driveway. This driveway is used to access a state-owned residence and would not restrict access. Site preparation at this location may require mowing. • Location 2 is a 2,354 SF area on the south side of the culvert outlet. This area would be used for equipment and materials staging for the duration of the project. Site preparation at this location may require mowing. Construction would require replacing the existing 24"-diameter culvert, adding a flared end section, adding gravel filter, and rock slope protection. All construction activities would be accompanied by both temporary and permanent erosion and sediment control Best Management Practices (BMPs) as needed. Construction at this site is anticipated to be completed in one week. Project construction would result in temporary one-lane traffic through the project construction area. Traffic control would be temporary, and vehicle access along U.S 101 would remain open; hence, all public facilities would remain operational throughout construction of the project and any effects would not rise to a level of substantial impairment.
