Document Description
Tulare County RMA is applying for a grant through the Clean California Local Grant Program to benefit the community of Goshen. If funded, the project involves the installation of sidewalk to connect the West side of the pedestrian bridge walkway to existing sidewalk to complete the pedestrian path, landscaping on the Betty Drive Overpass/Interchange with features (such as drought tolerant trees, shrubs, etc), and the installation of park benches, trash cans and appurtenances there to. The purpose of the park addition is to provide attractive and useful recreational areas thereby engaging the Goshen Community and County residents in general. All of Tulare County, and more specifically the Goshen Community, will benefit from these additions.

Reasons for Exemption
This action is consistent with Section 15301 Class I, Existing Facilities, operation, repair maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features; in this instance, the upgrades to the Goshen Transportation Corridor Beautification Project with the features noted earlier. Additionally, this project will assist the County of Tulare ia accomplishing objectives outlined in the Tulare County General Plan 2030 Update and the objectives and policies contained in the adopted Goshen Community Plan (e.g.. Complete Streets, bicycle facilities, pedestrian paths and sidewalks, etc.). Therefore, the use of CEQA Section 15301 is applicable and appropriate for this project.
