SCE is proposing to repair and stabilize the 52-feet-long segment of the Mono Bear Siphon Pipe (Siphon) that crosses Chinquapin Creek. The Siphon is a conveyance pipeline within the Big Creek Nos. 2A, 8, and Eastwood Hydroelectric Project (Federal Energy Regulatory Commission Project No. 67). The Project involves three main activities: (1) installation of temporary shoring to support the Siphon during repairs; (2) Siphon recoating; and (3) installation of new supports for the recoated Siphon.

The State Water Board determined that the Project is categorically exempt from CEQA under Class 1, Existing Facilities (Cal. Code Regs, tit. 14, § 15301), Class 2, Replacement or Reconstruction (Cal. Code Regs, tit. 14, § 15302), and Class 4, Minor Alterations to Land (Cal. Code Regs, tit. 14, § 15304).
