Reasons for Exemption
The Board has determined the project is exempt from CEQA under the Class 1, Existing Facilities; Class 3, New Construction or Conversion of Small Structures; and Class 4, Minor Alterations to Land categorical exemptions (CEQA Guidelines §§ 15301, 15303, and 15304) because the proposed activity consists of the authorization of an existing dwelling and involves no expansion of an existing or former use. In addition, the project activity consists of construction of limited numbers of new, small facilities or structures and the minor private alterations of land and/or vegetation that does not involve removal of healthy, mature, scenic trees. Further, none of the exceptions to the exemption in CEQA Guidelines § 15300.2 apply.
