Document Description
During the 2022-2023 winter storms, the downslope side along the northbound lane of Lake Chabot Road at Mile Marker 2.42 in Castro Valley failed, eroding part of the roadway. The slide is approximately 50 feet in length. The proposed emergency work to allow this section of the road to re-open consists of stabilizing the roadway shoulder by installing approximately 2,000 square feet of temporary erosion control mats and wire facings on the eroded downslope area, attached by fifteen 40-foot long soil nails. Following the installation of the erosion control and nails, there will be limited pavement restoration at the roadway shoulder, and K-rails will be placed along the roadway shoulder for traffic safety. Approximately 40 cubic yards of soil is estimated to be off hauled from scaling and soil nail installation.

This project is statutorily exempt by specific provisions of the California Environmental Quality Act as described proclaimed by the Governor pursuant to California Emergency Services Act Sections 8558(b) and 8625 of the California Government code. Additionally, the Alameda County Director of Emergency Service proclaimed, under Title 2, Section 2.118.110 of the Administrative Code of the County of Alameda, the existence or threatened existence of a local emergency when said County is affected or likely be affected by a public calamity and the County Board of Supervisor is not in session.
